INSTRUCTIONS TO BIDDERS
The following conditions
pertain to your quotation. Please review them carefully. Failure to comply
MAY
BE CAUSE FOR REJECTION OF YOUR BID.
1) SUBMIT BID IN FORMAT
AS REQUESTED
Please fill in prices on
our form, "Request for Quotation", and return one (1) signed copy to the
address indicated on the self-addressed bid envelope along with other requested
data. Ensure your bid number, closing date and address appear in the windows
prior to sealing. The completed "Request for Quotation" forms may also
be returned via telefax (860-433-5035) to the Attention of "Bid Control."
DO
NOT ADDRESS (OR DELIVER) YOUR PROPOSAL TO THE BUYER.
If it becomes necessary to
mail your quotation in a bulky package, the bid number, supplier number
and closing date must be recorded on the outside of the package in the
upper left corner. Failure to use the Electric Boat Corporation bid envelope
or meet identification requirements could prevent processing of your quotation.
COMPLIANCE
IS MANDATORY TO MAINTAIN THE INTEGRITY OF OUR BID CONTROL SYSTEM.
2) TIME LIMIT - NOTE:
BID CLOSING DATE ON FACE OF REQUEST FOR QUOTATION - BIDS RECEIVED AT ELECTRIC
BOAT CORPORATION MORE THAN FOUR DAYS AFTER THE BID CLOSING DATE WILL NOT
BE CONSIDERED FOR AN AWARD AND WILL BE RETURNED TO YOU UNOPENED.
If you are unable to meet
a bid closing date, you must request an extension of the bid due date in
sufficient time for the buyer to alert all bidders that the due date has
been extended. If considered necessary by Electric Boat Corporation, extensions
may be granted in writing to all bidders prior to bid closing.
3) UNIT OF MEASURE
Your quotation must contain
the price for each unit of measure as stated on the Request for Quotation.
If your unit of measure is different, state the conversion factor on your
quotation.
4) ELECTRIC BOAT CORPORATION

"EBC P/N" denotes Electric
Boat Corporation Part Number.
5) QUESTIONS AND CORRESPONDENCE
Prior to bid closing date,
Electric Boat Corporation will make every effort to answer any questions
concerning the RFQ requirements. All questions must be confirmed in writing.
Our response (question(s) and answers(s)) will be written, with the information
provided to all recipients of this RFQ.

6) CONDITIONS OF PURCHASE
The Electric Boat Corporation
Conditions of Purchase applicable to your quotation, and to any Order which
may result therefrom, will be as stated on this Request for Quotation and
any attachment(s).
7) TRANSMISSION OF INFORMATION
PROHIBITED
Transmission of any information
in this Request for Quotation outside the United States, or to any foreign
national, regardless of location, is expressly prohibited without the prior
written consent of Electric Boat Corporation and its Customer.
8) U. S. CITIZENS/AGE
LIMITATION
If the task(s) covered by
this Request for Quotation will require access to Electric Boat Corporation
facilities by employees, agents, or lower-tier subcontractors of the Bidder,
all such persons must be citizens of the United States. In addition, no
person under the age of 18 will be permitted access to EB facilities in
the performance of "Work on Buyer's Premises."
9) NO OBLIGATION
By issuing this Request
for Quotation, Electric Boat Corporation assumes no obligation to 1) pay
any costs associated with preparation of quotations or technical proposals,
or 2) to purchase any of the items offered.
10) ALTERNATES
Bidders are urged to make
suggestions and alternate proposals to attain lower prices with units which
will accomplish the basic objectives of the subject of the Request for
Quotation. Original thinking on the part of the Bidder is encouraged to
attain lower prices through modification in specifications, design, testing,
delivery date, etc. An explanation should accompany any alternate bids.
It should be recognized, however, that Electric Boat Corporation reserves
the right to make an award either on the basis of bids which conform strictly
to our specifications and requirements in all respects or on the basis
of the most advantageous alternate bid. Bidder should provide a quotation
in strict accordance with our specifications/requirements and, then, may
also provide any alternate bid. Desired delivery date(s) are indicated
on the Request for Quotation. The Buyer will consider alternate delivery
date(s). In the event that Bidder cannot meet the desired date(s), Bidder
should quote best delivery.
11) SPECIAL TOOLING/SPECIAL
TEST EQUIPMENT
Any existing special tooling
or special test equipment required to be used or to be provided for use
must be identified by separate item in your quotation. Special tooling
or special test equipment required to be made or to be acquired should
likewise be identified. Special tooling and/or special test equipment belonging
to the U. S. Government must be identified to the contract which authorized
the manufacture or custody of the tooling and/or equipment.
12) BID EXPIRATION
Unless specified for a greater
period of time, Bidder's proposal must be firm for a minimum of ninety
(90) days from date of the receipt by Electric Boat Corporation. Bids offering
less than 90 days may be considered non-responsive.
13) PROGRESS PAYMENTS
Bidders may request progress
payments in accordance with FAR guidelines when the size and expected duration
of the order warrants. Such requests will not be considered as a handicap
or adverse factor in the award of an order, and will not be a factor in
the evaluation of bids.
14) PROPRIETARY DATA PROHIBITED
Bidders shall not provide
any information to Electric Boat with the quotation which the bidder regards
as proprietary or a trade secret. Refer to the article in EB Terms and
Conditions entitled "Seller's Information."
